The North Valley Passenger Rail Strategic Plan (NVPRSP) is a planning-level effort to study a new passenger rail corridor and service – called “North Valley Rail” – which would extend trains north from the Sacramento Region to service Butte, Sutter and Yuba Counties.

The North Valley Passenger Rail Strategic Plan will:

Define a service plan that provides convenient service to the Sacramento Region, the Bay Area, and the San Joaquin Valley and beyond

Identify the needed capital improvements for North Valley Rail

Be the foundation for moving the project into the environmental clearance phase

Butte County Associations of Governments is leading the development of the Strategic Plan on behalf of the SJRRC and SJJPA

Background

BCAG received a Caltrans Strategic Partnership Transit grant to study what is needed to bring passenger rail service northward from the Natomas area in Sacramento to Butte County. After receiving the Notice to Proceed from Caltrans in September, BCAG conducted a Request for Proposals (RFP) in October 2021, retaining AECOM to assist in the development of the study. A project kick-off meeting was held in early January 2021 with AECOM, BCAG, SJRRC, and SJJPA staff to initiate work on the study.

Project Development Team

A Project Development Team has been assembled to guide the development of the study and is comprised of city and county representatives from the study area along with staff from Caltrans, Sacramento Area Council of Governments, transit agencies, Chico State University, etc. Project Development Team meetings are held approximately quarterly.
